Israel as a European country

I would have taken the following statement seriously if it had come from a political leader other than Berlusconi:

My greatest desire, as long as I am a protagonist in politics, is to bring Israel into membership of the European Union.

Assuming that it were possible, why would Israel join the EU? To be protected by it? Right, let's be serious!
